The Zoning Clock Is Ticking
The next few weeks and months will shape the future of Queen Anne and all neighborhoods in Seattle.
STEP 1: In May 2025, Council is voting on key legislation that affects how state law HB 1110 is implemented. The law requires that middle housing (defined as duplexes, triplexes, fourplexes and sixplexes) be allowed on every lot in Seattle’s NR (neighborhood residential) zones. The May vote is on interim legislation. Permanent legislation, likely to permit even more density in NR zones, will be adopted in the summer. Here's a schedule of upcoming meetings of the Council’s Select Committee on the OneSeattle Plan. Please know your voice will matter—especially at the public hearing on May 19.

STEP 2: In addition to voting on permanent legislation changing what is allowed in NR zones, voting on the One Seattle Plan will begin in June 2025. This is the round of voting during which the decisions on Upper Queen Anne’s designation will take place. Council meetings: TBD in June
